External Evaluation of Louisiana’s Early Childhood Supports and Services (ECSS) Program

The Center for Educational Accountability is currently in the fourth year of conducting the external evaluation of the Louisiana Early Childhood Supports and Services (ECSS) Infant Mental Health Program. ECSS is being funded through Temporary Assistance for Needy Families (TANF) and serves children ages 0-5 with mental health disorders and their families in nine parishes. The overall goal of the evaluation is to assess the strength of the program, measure its effectiveness and efficiency of service delivery, and identify the areas in need of improvement. Evaluation activities include gathering general information on children and their families, assessing the parent’s stress level, barriers preventing parents from obtaining employment, and the families satisfaction with services received.
