Development of a Dynamic Traffic Assignment and Simulation Model for Incident and Emergency Management Applications in the Birmingham Region, the UAB University Transportation Center

This project is a case study demonstrating the opportunities and challenges associated with the modeling of incident and emergency management scenarios in a real scale environment. A comprehensive regional model of the Birmingham region is developed and used as an evaluation test bed. The tool allows us to examine the impact of major incidents and emergencies on traffic operations in the Birmingham area.  Moreover, incident management and emergency response strategies are tested to identify options that minimize the impact of emergencies on traffic operations and the safety of the traveling public. Special attention is placed on optimizing decision-making, and addressing needs of vulnerable populations including the injured and disabled.
