UAB Police Department
This information is provided in accordance with the provisions of the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act of 1998.

Section One: Policies Related to Campus Security
The UAB Police Department is accessible twenty-four hours, seven days a week by dialing 911 from any campus phone (934 or 975 exchanges). All emergency calls should be routed through the 911 system or by dialing 934-3535, 934-HELP(4357), or 934-4434. Non-emergency numbers may be reached at 934-4434.
There are over 300 emergency "blue light" telephones located throughout campus on single standing poles or attached to building structures throughout the campus. These phones connect automatically to the dispatcher in the Police Communications Center in the Police Headquarters Building. Once the emergency button is pushed the dispatcher is provided with the exact location of the caller and will dispatch a marked police unit if communications are not heard.
All of the high rise residence halls have entrance "blue light" telephones to call the police dispatcher.
The Department is located at 1117 14th Street South and is open to the public from 8:00 AM to 4:30 PM, Monday through Friday. Officers are on duty at all times and patrol beats and specific areas in well marked patrol cars, mountain bikes, on horse, or on foot in a continuous manner. UAB community members are encouraged to visit the Headquarters Building at any time either as a guest, to report an incident, make a report, or seek information.
All members of the UAB community are encouraged to report all crimes and suspicious activity to the UAB Police as quickly as possible by dialing the above numbers for an immediate response or by dialing 934-6889 for leaving anonymous information for police investigators.
Reporting Crimes and Sexual Assaults
All cases of assault, battery, rape (all categories including forcible, non-forcible, date and acquaintance), harassment, or hate crimes of any nature, actual or suspected, should be reported to the UAB Police Department either by phone or in person at the Police Headquarters as quickly as possible after the incident has occurred or is subject to occur.
As a victim, care should be taken to preserve any evidence that may be necessary to prove an assault or battery, rape (all categories including forcible, non-forcible, date and acquaintance, harassment, or hate crimes of any nature has occurred).
The victim should call for an immediate police response before showering, bathing, or laundering, or moving any property or clothing that was worn at the time of the incident. Normally, officers assigned will be the same gender as the victim, a victim witness officer will be present to assure any needs of the victim are met. A reporting officer, assigned criminal investigator, and victim witness officer will usually respond to the victim. All Department resources, as well as outside agency assistance, will be utilized in the investigation of the incident and care of the victim.

In exigent cases, in order to accommodate the victim, the University may provide for certain changes in the academic and residential living conditions. With respect to the academic schedule, a victim may be permitted to withdraw from courses, or be granted an incomplete in a course with arrangements to complete the required work at a later time with the consent of a Professor or Instructor or rearrange deadlines and exam dates.
Again in exigent cases, with respect to the victims's residence on campus, it may be possible for the student to break a contract with UAB, arrange for alternate housing, require an alleged assailant to move to an alternate location until the case is resolved, or bar an alleged assailant from entering a residential hall. The university may also arrange for special escorts, a temporary cellular phone, or an emergency notification panic button in the victim's residence on campus.
If the crime is initially reported by the victim to pastoral counselors or professional counselors, or members of the above listed academic and non-academic staff (Campus Security Authority), these personnel, when they deem appropriate, but as quickly as possible, are advised, for the best interests of the victim and their families, to report the crime to the Police Department on a voluntary and confidential basis, for the crime's or incident's inclusion in the annual disclosure of crime statistics.
Though all reported cases of assault, battery, rape (all categories including forcible, non-forcible, date and acquaintance, harassment, or hate crimes of any nature, actual or suspected, occurring on UAB properties should be reported to the UAB Police Department, for which the responsibility and authority for the investigation of such cases lies, but the victim prefers the investigative report and other investigative resources of the Birmingham Police Department or another law enforcement agency, the initial contacted academic or non-academic person, or pastoral or professional counselor, after advising the UAB Police Department of such preferences, will assist the student in notifying these authorities.
The University Police Department will expeditiously pursue the investigation until the alleged assailant or suspect is prosecuted.
Back to the topA summary of all crime reports is made monthly through data tables by the Department's Criminal Records and Property Unit to the main desk at the Mervyn Stern and Lister Hill Libraries on campus. The statistics have been compiled for several years and are available at any time for students, faculty and staff to read over. Monthly statistics are also reported to the UAB "Reporter" and the student newspaper, the "Kaleidoscope."
Timely information is also passed to members of the community through the "Campus Watch" program consisting of members of the community organized to report crime and through the UAB Hospital's Computer Information System, which assure all major units are informed of any information in the form of a warning, or for action to be taken. Members of the Department also post information sheets in highly populated areas on campus or on bulletin boards located throughout campus to notify faculty, staff, and students of critical or newsworthy information.
In order to assure a timely reporting to the campus community of all serious crimes, employees and students are asked to report the offenses at the Police Headquarters Building or call to make the report to a dispatched officer at the above listed Police Department numbers.
Normally, a student, faculty, or staff member, over any twenty-four hour period, in making a report or reporting an incident, crime, or suspicious circumstance, or requesting assistance, need only call the Department and a sworn officer will be dispatched to the caller's location to take a report.
If for an emergency, several officers and a supervisor may be dispatched. If for a serious crime or incident, a criminal investigator and a victim witness officer may also be dispatched to assure maximal assistance. Normally, all reported incidences, particularly of a criminal nature will be further visited by an investigator.
Calls not requiring a report or a Police response, the dispatcher will route the caller to the appropriate Department personnel able to assist or answer questions.
A request for non-emergency assistance not requiring a sworn Police Officer, such as, a lock or automobile problem, the appropriate unit will be dispatched.
If the request for assistance does not require a sworn officer, but instead other non-emergency assistance, such as a lock request or automobile problems, the appropriate unit will be dispatched for the assistance.

The UAB Police Department, in serving the best interests of the entire UAB community requests that all crimes be reported by victims and witnesses with full regard to protecting the personal right to confidentiality of the victim or the witness. Though, in interests of the community, who could be further affected by the crime, or the report of the crime, the media, whose assistance in communicating the crime to other community members, would have access to the report, the names, addresses, and phone numbers of the victim and witnesses would be kept confidential to protect the best interests of the victim or the witness when the report was utilized for public information and statistical reporting.
All residence halls are locked twenty four hours, seven days a week and are entered through the use of electronic card access.
All UAB buildings are normally locked after normal business hours. They are secured by electronic lock or normal locking procedures by the Police Department. All faculty, staff, and students should display their picture ID card anytime they are in buildings after normal hours and assure all doors are secured. Suspicious persons or activities should be immediately reported to the police department for a prompt response and investigation.
All keys and access cards are normally made and distributed by the Department's Physical Security Unit through the employee's supervisor with the use of a Key Request Form. If a key is lost, misplaced or stolen, the supervisor should be notified immediately for a replacement. The Physical Security Department will be informed for evaluating the continued security of the area or the entire building. If an access card is stolen, lost, damaged, or misplaced the Physical Security Department should be notified in order to de-program the card and issue the owner a new one.
Broken or malfunctioning locks or doors and windows, though normally reported by securing agents each day, should be reported to the Department by students, faculty, and staff as soon as possible.
Normally, repairs will be made that day, or during the next working day, if reported after normal working hours.
Lighting around campus affords UAB the reputation of being the most illuminated area in the Birmingham Metropolitan area. Police officers report to Facilities Management personnel to replace and repair all inoperable lights as they are found. Staff, Faculty, and students are also requested to notify the police Department when an inoperable light is discovered for immediate replacement by Facilities Management personnel. Also, members of the Police Department, Facilities Management, the Student Government Association, and the Office of Student Life and Non-Academic Judicial Affairs make routine tours, as a group, during hours of darkness, to determine where additional lighting is required and assure the recommendations are met by the City Traffic Engineering Department and UAB Facilities Management.
Back to the topThe UAB Police Department is a nationally accredited law enforcement agency, consisting of one hundred-fifty- five men and women, sixty-eight of whom are fully sworn and have full arrest authority. The officers are sworn as State officers by the UAB President and have a dual sworn commission with the city of Birmingham permitting the officers to enforce all State laws and City Ordinances on all UAB and adjoining properties and on all streets and avenues as they intersect and pass though the campus.
Each officer, at the time of hire, completes the Alabama Peace Officer's Minimum Standards and Training Commission's Academy, a six week field training officer program, and every year thereafter, 96 hours of Department in-service training.
They are uniquely trained and specialized in all aspects of law enforcement and serve in many capacities at all times on the campus. There is a general patrol area covering the entire campus, a Hospital Precinct, a Housing Precinct, and a Special Operations Unit which specialize in horse and mountain bike applications.
Five criminal investigators stay abreast of all criminal activity and perform routine crime analysis assuring the patrol division can plan and prepare pro-active strategies to minimize crime related problems as they have the potential to occur.
The Department's Crime Prevention Specialist assures a state of the art application of all crime prevention programs, working with the community and the Department to assure complementary associations in eliminating problem areas.
Seventeen non-sworn personnel make up the Physical Security Unit which recommends, coordinates, and performs the installation of all locks, alarms, card access, and Closed Caption Television (CCTV) on the campus.
Over fifty non-sworn members make up the Security Services Unit which provides guard services in critical areas throughout the campus and assist the Police as required in traffic and other control activities.
Fifteen telecommunicators serve as police dispatchers in the Communications Center and assure radio and telephone services for the Department over twenty four hour, seven day periods. All alarm points are monitored at the Communications Center, assuring immediate response to all calls for assistance.
Back to the topOutside Agency Assistance and Reporting
The Department has developed a strong sense of mutual cooperation and coordinates all activities with all outlying jurisdictions including the Birmingham-Jefferson County Emergency Management Agency and the Birmingham Police Department.
The UAB Police Officers are responsible for investigating all State property collisions and write all collisions occurring on City streets and Avenues intersecting and adjoining the campus when requested by the City or when a City Police unit is not available. The UAB police Department utilizes all state of the art technological resources to monitor and enforce all traffic violations such as unlawful speeding, failure to yield to pedestrians, driving under the influence, and other unlawful acts which would endanger faculty, staff, and students on streets passing through and adjoining the campus.
At time of significant tactical emergencies, or catastrophic occurrences, the Department will normally be a first responder and immediately call for the required assistance from the Birmingham Tactical Operations Unit, the Birmingham Fire and Emergency Response units, and other agencies acting in mutual aid with the Birmingham-Jefferson County Emergency Management Agency.
The City of Birmingham Police Department and all outlying Departments report all crimes occurring against UAB students and all crimes as perpetuated or alleged to be perpetuated by UAB students, faculty, and staff to the UAB Police Department. Such reporting keeps the Department informed of student, faculty, and staff involvement and permits assistance and information required through UAB staff assistance and student counseling services. Reporting such information permits the Department to notify UAB officials and family members of student injuries or major incidents which would affect the school or immediate family. Finally, such reported criminal or non-criminal information assures the Department that acts taken against UAB faculty, staff, and students can be analyzed and pro-active action taken to prevent further occurrences. Outside agency reporting includes the reporting of any criminal or alleged criminal activity of all student organizations officially recognized by UAB.

The following is a listing of personal safety and security awareness programs and projects employed by the UAB Police Department to increase faculty, staff, and student awareness of crime prevention, personal safety, and security awareness on the UAB campus:
Escort Program: The police Department provides mobile and foot escorts for faculty, staff, and students. The Department of Parking and Transportation Services provides an unique after-dark campus escort service.

Escorts by the Police Department are available at all times the escort service is not. The number for after-dark escorts is 975-8772.
The Police Department and the Department of Parking and Transportation Services assist students, faculty, and staff members whose cars will not start, mechanical or battery, out of gas, or other reasons, and who have locked themselves out of the vehicle. The Department of Parking and Transportation Services is the primary provider of these services and provides comprehensive assistance with professionals. They are on call at 975-6277 (MARS-Motorist Assistance Road Service) 6:00 a.m. until 11:00 p.m.New Student Orientation: Crime prevention material, brochures, pamphlets distributed, and presentations are made by members of the Department at all new student orientations.
Resident Hall Security: Crime prevention presentations and personal awareness programs, inclusive of pamphlets and brochures are presented to all residents at the start of each quarter. Members of the Police Housing Precinct usually conduct the presentations to assure openness among the students and staff.
Victim Assistance Program: Selected officers of both genders are regularly trained and certified in the Department to assure each victim of a crime or catastrophic event is properly advised and counseled regarding the past event and the chain of events to follow in the Criminal Justice System. These officers assure the victim is not intimidated by the suspect, is aware of all the assistance available, and is assisted in every way possible to continue with an accustomed life style on campus and at their homes.
Emergency Telephones: Blue Light emergency phones are located in practically every location on the campus to assure students, faculty and staff have access to an emergency phone for any emergency that occurs. One button service to an instant response by the dispatcher to the location they are calling from is advantageous to everyone. These phones are maintained by cooperative effort of the Police Department and the UAB Communications Department.
Crime Prevention Presentations: A full time non-sworn member of the Department is dedicated to assuring an in-depth state of the art crime prevention program for the campus. New students, faculty, and staff are oriented upon their arrival on campus and are routinely presented with current pamphlets and brochures during presentations over a period of one year. The programs are also extended to citizens and children outside the UAB community in order to assure the full effect of the program is offered to all.
Printed Crime Prevention Material: Printed crime prevention brochures, posters, and bookmarks related to all forms of possible criminal activity, bicycle security, residence hall security, and the escort service are all widely distributed at crime prevention programs, orientations, and other locations throughout the campus and in the foyer of the Police Headquarters Building.
Electronic Alarm Systems: All of the Student high rise Residences are accessed by electronic card access, twenty four hours, seven days a week. More than fifty per cent of the entire campus is card accessed, has state of the art alarms, and is under surveillance with CCTV.
Crime Prevention Program: The UAB police Department takes every effort to educate the faculty, staff, and students about the prevention of crime on campus, while traveling, and at home. Various community oriented programs are given each year, and as frequently as possible, for the residence halls, fraternities and sororities, and the extended community.
The Crime Prevention Specialist offers Property Identification, Bicycle Registration, Rape Aggression Defense Courses, and Seminars and Presentations for specialized crimes such as flim-flam, sexual assault, date rape, burglary, robbery, and theft from the person. Brochures and contemporary pamphlets are made available at all presentations and in the lobby of the UAB Police Headquarters Building. In a continuing effort to work with the community, the Department's crime prevention specialist conducts an annual "UAB Drug Store" for middle school children throughout the County. Since 1995, almost 8,000 have attended. The crime Prevention Specialist conducts children's carnivals on campus, stressing the negative aspects of drugs, and the Special Operations Unit conducts annual bike rodeos for faculty, staff, and student's children.
Architectural Design and Security Surveys: The Department is invited and commits itself to being on the ground floor for the planning of all new buildings and other structures to assure occupant safety and security is paramount.. The Department has specialists who perform extensive security surveys in the UAB community whenever the need arises in regards to safety and security in all buildings.
Property Identification: The UAB police Department provides engraving tools for faculty, staff, and students on a check-out basis. Using the tool, valuable personal property may be identified if stolen of lost. Bicycles, motorcycles, motor vehicles, computers, and audio-visual equipment are examples of such equipment. In addition, community members are encouraged to record serial numbers and model numbers of such equipment and maintain the record in an off site location. On campus residents are particularly encouraged to participate in the process.
Crime Prevention Publicity: A routine number of articles about the Department's crime prevention efforts are regularly published in the two campus newspapers and often in the major Birmingham newspaper and local news media.
Rape Awareness, Education, and Prevention: The Department has trained and certified men and women whose primary purpose is to educate the students, faculty , staff about the subject at new student/employee orientations and other programs throughout the year in a pro-active manner to assure the crime is minimized or not existent. The nationally known RAD (Rape Aggression Defense) program is conducted by UAB Police certified instructors as often as the schedule permits.
Campus Watch: A unique program patterned off of the municipal "Block Watch" concept. Currently the program is more successful than ever before all over campus. It was initiated on the campus in 1992.
Community Policing: With the introduction of the concept in the middle 1990s, the UAB police Department has capitalized on the subject by assuring the Department's program is an "flag ship" for other Universities. The men and women of the Department make every effort to assure the concept continues to excel.

National Accreditation: The UAB Police Department became a fully accredited police department July 29, 1995, under the auspices of the Commission on Accreditation for Law Enforcement Agencies, Inc CALEA, Inc.). It became re-accredited on July 29, 2000. It is also a member of the Alabama Police Accreditation Coalition, Inc, consisting of the other six accredited departments in the State. Students under the age of 21 who purchase or knowingly possess an alcoholic beverage violate State and UAB policy. Any person who furnishes an alcoholic beverage to a person under the age of 21 is also in violation. Alcohol is not allowed in the common areas of residence halls. Additional rules, regulations, and requirements that students, student groups, and UAB organizations must abide by all rules and laws with respect to serving alcohol as specified by the Vice President for Student Affairs, the Office of Student Housing and Residential Life, and the Offices of Student Life and Non-academic Judicial Affairs. The unlawful manufacture, distribution, dispensing, possession, and use of a controlled substance is prohibited at UAB. Students who purchase or knowingly possess or who under are under the influence of controlled substances violate Federal and State law and UAB policy. Any person who illegally furnishes a controlled substance to another person is also in violation. Additional rules, regulations, and requirements that students, student groups, and UAB organizations must abide by with respect to serving alcohol are specified by set for by the Vice President for the Student Affairs, the Office of Student Housing and Residential Life, and the Offices of Student Life and Non-academic Judicial Affairs. All community members are required to abide by the above listed directives and policy. As a recipient of Federal grants and contracts, UAB adheres to the provisions of the Drug-Free Workplace Act of 1988.

Drug and Alcohol Abuse Programs
The UAB Police Department regularly schedules presentations designed to educate the UAB community about drug and alcohol related issues. These informative programs focus on alcohol and substance abuse as well as outline information regarding their possession, use, and laws prohibiting driving under the influence. The Human Resource Management Office supports the Office of Employee Assistance Program for faculty and staff counseling, pastoral and professional counselor assessment, and referral. The Office of Student Affairs , Office of Student Housing and residential Life, and the Offices of Student Life and Non-judicial Affairs recommend, support, and provide information to students in need of counseling, pastoral, and other outside professional counseling assessments and referral.
Off/Non Campus Student Organizations
UAB recognizes only one off-campus student organizations, which is Theta Chi Fraternity.

The UAB Police Department routinely conducts various educational programs to make both students and employees aware of and to attempt to prevent rape, acquaintance rape, and forcible and non-forcible sex offence. The following are some of the programs conducted by the Department: Safety and security programs during freshman orientation, sexual assault programs for groups of students throughout the year, concentrating on the student residences, Rape Aggression Defense (RAD) Courses, Self defense and avoidance courses, Alcohol and Drug awareness programs, generalized safety and security programs, concentrating in the residences, fraternities, and sororities, and other personal protection programs designed for traveling faculty and staff.
No Firearms, ammunition, or dangerous weapons are allowed in UAB buildings or facilities.
Section Two: Campus Crime Statistics
This report follow the guidelines mandated by the federal "Jeanne Clery Disclosure of Campus Security Policy and Campus Statistics Act". These statistics reflects incidents that have been reported to the University of Alabama at Birmingham Police Department as well as to other University officials who have significant responsibility for student and campus activity as defined by the Clery Act. Incidents reported to other University officials which are included in the statistics below do not always result in criminal investigation when the victim chooses not to pursue the matter with law enforcement or opts for alternative resolution such as the student judicial process.

The crime definitions below follow the guidelines set forth by the Federal Bureau of Investigations(FBI) Uniform Crime Reporting Program(UCR). The definitions of forcible and non-forcible sex offenses are excerpted from the National Incident-Based Reporting System(NIBRS) Edition of the Uniform Crime Reporting Program.
a. Murder - The willful (non-negligent) killing of one human being by another.

1. Forcible Rape - The carnal knowledge of a person, forcibly and/or against that person's will; or not forcibly or against the person's will where the victim is incapable of giving consent because of his/her temporary or permanent mental or physical incapacity (or because of his/her youth).
2. Forcible Sodomy - Oral or anal sexual intercourse with another person, forcibly and/or against that person's will or not forcibly against the person's will where the victim is incapable of giving consent because of his/her youth or because of his/her temporary or permanent mental or physical incapacity.
3. Sexual Assault With An Object - The use of an object or instrument to unlawfully penetrate, however slightly, the genital or anal opening of the body of another person, forcibly and/or against that person's will or not forcibly or against the person's will where the victim is incapable of giving consent because of his/her youth or because of his/her temporary or permanent mental or physical incapacity.
4. Forcible Fondling - The touching of the private body parts of another person for the purpose of sexual gratification, forcibly and/or against that person's will; or not forcibly or against the person's will where the victim is incapable of giving consent because of his/her youth or because of his/her temporary or permanent mental incapacity.
b. Non-Forcible Sex Offenses - Unlawful, non-forcible sexual intercourse.
1. Incest - Non-forcible sexual intercourse between persons who are related to each other within the degrees wherein marriage is prohibited by law.
2. Statutory Rape - Non-forcible sexual intercourse with a person who is under the statutory age of consent.
