Uniform Guidance (OMB Circular A-81)

The Federal Office of Management and Budget (OMB) has released guidance on “Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards”.  This document, referred to as OMB Circular A-81 (also called the Omni-Circular) consolidates and updates eight previous circulars including A-21 Cost Principles for Educational Institutions and A-110 Uniform Administrative Requirements for Grants and Agreements with Institutions of Higher Education, Hospitals, and Other Non-Profit Organizations.  The revisions become effective for new federal awards and new funding for existing awards on December 26, 2014.
 
Although many questions remain about the new requirements, it appears very likely that our current procedures regarding time and effort reporting, allowability of some material and supply costs, subrecipient monitoring, etc. will change.  In some cases, the administrative burden will decrease, but in others, it may increase.
 
Over the next few months, Patricia Raczynski and Dr. Lauretta Gerrity, representing the Offices of the VP for Financial Affairs and Administration and the VP for Research and Economic Development, respectively, will lead a team comprised of personnel from central administration and campus departments to
• Review differences in requirements,
• Assess impact on central and departmental policies and procedures,
• Recommend changes needed to ensure continued compliance, and
• Recommend processes for notifying and providing training, if needed, for those affected by the changes.
