The Disadvantaged Business Enterprise Supportive Services (DBESS) has the mission of providing technical and management assistance to minority and women owned business enterprises (MBEs and WBEs) interested in doing business with the Alabama Department of Transportation (ALDOT). Each year the DBESS provide workshops to enhance the performance of the DBE Firms certified with ALDOT.  

DBE Supportive Services provided a Microsoft Outlook Computer Workshop in Mobile, AL. This workshop assisted each participant with managing email, calendars & tasks, track business opportunities, maintain customer communication history, and create marketing campaigns.The following is a list of workshops the DBESS has provided:

  • Certification Courses: OSHA, Erosion Control, Concrete and Landscaping

  • Small Business Fundamentals

The program seeks to assure that DBE/WBE businesses are equipped with resources and the guidance needed to perform Department of Transportation contracts and compete in today’s competitive markets. Each year the DBESS conducts an on-site visit with each DBE firm in our coverage area, which includes the following counties: Blount, Calhoun, Clay, Cleburne, Jefferson, Randolph, Shelby, St. Clair, Talladega, and Walker. To increase the total number of minority firms participating in federal-aid highway programs and to contribute to the growth and eventual self-sufficiency of minority firms. The supportive services will provide assistance to ALDOT certified DBE firms in a manner that will increase their participation in the highway construction industry. 


  • Needs Assessment Forms are utilized in determining the training needs of the DBE firms
  • Assist DBE firms in our coverage area with meeting their financial and management needs
  • Assess the DBE firm’s progress in the program
  • Assist all certified DBE firms in our coverage area to develop or revise a business plan
  • Provide bid opportunities from prime contractors, city and government entities, colleges and universities, Unified Certification Program(UCP) members, Alabama Bid Network website, and Alabama State Building Commission website
  • Conduct seminars and workshops to assist DBE firms with enhancing their business
