Permits for Summer 2024 semester may be ordered online beginning April 1 at 8:00 a.m. Charges are applied to student accounts at the beginning of the Summer semester. Parking permit fees cover fixed-costs associated with lots, decks, and Blazer Express routes. If you only obtain a permit for Summer 2024 and plan to return to campus in Fall 2024, please be sure to order a Fall 2024 permit beginning June 1.
Zone permits will be sold on a first-come, first-serve basis with a limited quantity in each zone. Limiting the number of permits better ensures that a space will be available in the zone you select. It is important students choose the correct zone for their needs from the available options, as exchanges may not be possible. See the Maps and FAQ tab for resources to identify the best zone option. In the unlikely event that your zone reaches full capacity when attempting to park, notify the UAB Transportation office for assistance.
Undergraduate and graduate students, including those in Dental, Medicine, and Optometry, will have a choice of the options below based on your classification and living arrangements. It is important that you choose the best zone available at the time of your order as exchanges may not be possible.

UAB Transportation will verify classification and status prior to awarding these spaces. Eligible recipients will receive an email with instructions on completing the process. Award notifications are typically sent mid-to-late June. If you receive a wait list spot above 170, please return to the Parking Portal to order a commuter permit for the Fall (or Fall-Spring) beginning on June 1 at 8:00 a.m. Wait lists for these locations open on April 1st and will remain open until all permits have been assigned.

Apply for Parking
- Students must order a permit to access UAB parking areas.
- Charges are applied to student accounts at the beginning of the semester for which the permit was ordered.
- Permits are mailed to students. Be sure to provide the correct address and contact information.
- Once received, please have the permit properly displayed to avoid unnecessary citations.
- Student refunds are typically prorated using the same percentages as tuition and fees as noted on the UAB Academic Calendar.

After-Hours & Weekend Access
Students with a valid parking permit may obtain access to gated parking areas listed below between 5 p.m.-5 a.m., Monday through Friday and all day on Saturday and Sunday. To obtain access, please select one of the options listed below and contact the UAB Transportation Office. A $30 per semester fee will be added to your student account. Your student ID may be swiped at card reader to access your specified parking area. The specific parking options available include:

The information below shows each zone and the estimated distance from the farthest parking space in that zone to the specified building, measured in miles. This information should be used as a helpful guide to choosing the best zone for each students’ needs. It is helpful to consider most parking spaces in the zones below are closer to each building than the estimated distance listed, since the information is for the farthest parking space in that zone.

When do parking permits go on sale?
Permits may be purchased online beginning at 8:00 a.m. on April 1st for the next Summer, June 1st for the Fall term and December 1st for the next Spring term.

How do I add or change my vehicle and license plate information?
Instructions:
- Visit the parking portal
- Login to the system with your Blazer ID and password
- Select the “More” drop down menu from the top banner and select “Vehicles”
- Follow the instructions for completing the process

Can I get a refund for my permit?
Permit refunds may only be issued after the hangtag is received in the UAB Transportation office. Any refunds are applied as of the day the permit is received. Permit refunds amounts follow the tuition policy refundable percentage and dates, which can be found on the UAB Academic Calendar.

Who can park in ADA designated spaces at UAB?
Student ADA Parking Instructions
- Specialized ADA permits are required to park in any non-public ADA accessible parking space managed by UAB.
- To obtain a permit, you must have been accepted by UAB and have created a BlazerID.
- Complete the Student ADA Parking Application.
- Acknowledge the policies and regulations by signing the application.
- Upload the application to the UAB Parking Portal, in the appropriate location.
- UAB Transportation staff will review and contact requester via email regarding status.

How does the new zone-based parking work?
Zone-based parking introduces a system to reduce the time students have to spend searching for available spaces, while offering higher and lower cost parking options. Parking facilities are grouped by proximity to various areas of campus. To identify the best zone for your class schedule, a chart with estimated walking distances from the farthest space within each zone to major academic buildings may be found in the Estimated Walking Distances section above.
Residential students (living in UAB Housing) may choose between one of the following two options:

Students parking permits only allow the student to park in the zone designated within their respective permit.

What happens if there are no available spaces in my zone?
Zone-based parking is designed to ensure you will be able to find a space within your respective zone. Be sure to check all the parking areas within your zone. While space may not be available in the most convenient part of a zone, spaces are likely available in other portions of the zone. If you arrive to your zone and no space is available in any of the parking areas, park in Zone C and report it to the Transportation Office at (205) 934-3513 or

How can I save time looking for parking?
Parking options closer to the academic core will fill up before those farther away. There are a number of actions students may take to reduce the time spent looking for a space:
- Know all parking areas within your zone
- Identify a preferred parking facility in your zone and a secondary area toward the perimeter of campus
- Know which Blazer Express routes service your preferred and secondary choices
- If you arrive at a lot/deck and it is full, immediately proceed to your secondary location
- Keep a parking map in your vehicle
- Save the addresses of the parking areas in your zone to a smartphone mapping app
- Arrive on campus early – particularly early in the semester – allowing time to make it to class
- Download the DoubleMap app to see bus routes and real-time information for your bus

Why did parking rates increase?
UAB administration and Transportation leadership have listened to student feedback over several years, including insights captured by an external consulting firm that conducted a comprehensive parking and transportation study and provided recommendations to improve parking and transportation at UAB.
Recommendations included:- Additional parking facilities
- New parking technology
- Increasing safety (i.e., deck lighting, camera coverage)
- Enhancements to the Blazer Express bus system
- Improvements to customer experiences
To respond to continued campus growth and student needs, additional parking – in conjunction with improving access to alternative transportation options – are a must. The permit rate increases are one step in this process. What if I have to park farther away and must walk late at night?
In addition to the Blazer Express bus system, Safety Escort is an on-demand van service available 24-hours per day. Between 9:00 p.m. and 5:30 a.m. request a ride using the TapRide app. Rides may also be requested 24-hours per day by calling 205-934-8772. Please note, calls between 5:30 a.m. to 9:00 p.m. are forwarded to UAB Police Dispatch for assistance.
UAB also offers students and employees an additional safety service, RAVE Guardian, to build a network of friends and family with whom you can communicate more easily in situations in which you may be alone or in unfamiliar areas.

Carpools reduce traffic congestion, which contributes to higher ground-level ozone ratings. Better ratings mean more industry and business for our city, as well as federal funds to complete road construction projects.

UAB'S parking regulations are in effect 24 hours a day, seven days a week, including UAB recognized holidays. Enforcement areas include all University property, as well as public areas.
Enforcement Division
UAB Transportation has a designated group of employees whose sole responsibility is the enforcement of the parking rules and regulations for the University of Alabama at Birmingham. The group has the authority to ticket, and/or immobilize vehicles in violation of the University's parking regulations. UAB has the authority to tow vehicles when deemed necessary to do so.

Penalties, Immobilization, Towing, Disciplinary Actions
PenaltiesEach violation of the rules and regulations will subject the violator to a fine, vehicle immobilization, vehicle impoundment, and/or disciplinary action.
*NOTE: Signage or ticket takes precedent over fines listed on this website.
Violations Resulting in Vehicle ImmobilizationThree or more delinquent citations or total delinquent citations higher than $60.00 will result in vehicle immobilization. Situations involving repeated willful violations, unusually flagrant violations, and/or injuring or endangering the safety of persons or property are also subject to immobilization.
Violations Resulting in Vehicle ImpoundmentWhen an unattended vehicle constitutes, or is likely to constitute, a hazard or obstruction to traffic, the vehicle may be towed at the vehicle owner’s expense.
Violations Resulting in Possible Disciplinary Action for Employees or Students- Unauthorized transfer of permit or access card.

Pay Citations
Payment of Fines
All UAB fines are payable online on or before 14 days after the citation issue date. All fines not paid on or before the due date shall be considered delinquent. Collection for the citation(s) follows:
Unpermitted Parkers
Citations will be billed to the vehicle owner with a late fee of $5.00 added to each overdue citation.
Employee Permitted Parkers
Past due citations will be deducted from payroll. A $5.00 late fee will apply to each citation.
Student Permitted Parkers
Past due citations will be sent to student accounting for collection. A collection fee of $2.00 per citation will be added to the student account.

Appeal Forms
Citation Appeals
Appeals will be accepted up to fourteen days after the citation issue date. Appeals within 14-days of the citation issue date can be made by completing an appeals form online. The appeal must include the individual's return address, Blazer ID, if applicable, and original citation or citation number. A complete description of the circumstances, including maps where appropriate, must be included. The Appeals panel will review submitted appeals the first and third Wednesday of each month at 3:00 p.m. All decisions will be emailed to the appellants. Denied appeals will be subject to the $5.00 late fee. All decisions of the Appeals Panel are final.

Suppliers
Entities conducting business on campus on a recurring basis can purchase parking in restricted areas if the public parking decks cannot accommodate their need. The fee for a non-remote permit is $60.68 per month, payable in advance.
Contractors/Construction
Contractors are expected to park all necessary vehicles for a construction job within the site limitations. For those whose job sites are not designated, parking can be purchased in a nearby location, depending on availability. The fee for non-remote parking is $60.68 per month, payable in advance. -
ADA accessible parking is available throughout the UAB campus. UAB follows all State of Alabama ADA guidelines in our public parking areas. To park in a permit-restricted area, special guidelines must be followed
Registering for a UAB ADA Accessible Permit
To apply for a UAB ADA accessible parking permit, the applicant must present the State of Alabama temporary or permanent ADA permit registered in the individual’s name.

All vehicles parking on UAB property must be registered with UAB Transportation and must properly display the appropriate lot permit.
Once registered, a vehicle may be legally parked only in the lot for which its permit is designated with the following exceptions:- Vehicles displaying a valid non-remote employee permit may park in the non-resident surface student lots (Lot 15).
- Resident permits are valid in the non-resident lots (Lot 15) after 5 p.m.
- Lot 45 permits are honored in the remote lots.
Any problem relating to parking on campus should be brought to the attention of UAB Transportation. Every effort will be made to correct these problems and improve our parking facilities. We hope that with your cooperation, traffic and parking problems on campus will be minimized.

A. AUTHORITY
A. AUTHORITY: By virtue of the powers granted to the Board of Trustees by the Constitution, the Board of trustees has the authority to adopt and promulgate reasonable rules and regulations for the management and governance of the institution. These powers may be delegated to various University officials for the governance of students and the administration of University Affairs, Ref: Alabama Code SS16-47-2, 234(1975).
The responsibility of obtaining knowledge of all laws and regulations in force rests with the motor vehicle operator. Students, faculty, and staff are expected to be familiar with and abide by these regulations. The fact that a violation notice is not issued when a vehicle is illegally parked does not mean or imply that the regulations or laws are no longer in effect. -
B. REGISTRATION OF VEHICLES
B. REGISTRATION OF VEHICLES: The Parking Office, located in the Remote Parking Facility, 608 Eighth Street South, is open for vehicle registration Monday through Friday from 7:30 a.m.–5 p.m.
Requirements for registration as an employee/student parking patron are as follows:

C. PERMITS
C. PERMITS: Hang Tag Permit Policy
- Only one hang tag permit may be issued to each registered parker.
- The car of primary use must be registered with parking office.
- The hang tag permit may be transferred to any car the registered parker is driving.
- Failure to properly display one’s hang tag is grounds for issuance of a parking citation.
- Lost hang tag permits may only be replaced by purchasing a new permit at full fee unless a fee has already been specified, i.e., $100.00 fee for loss of on-call, OB permit, etc.
- Use of a hang tag permit acquired through fraudulent, or otherwise improper means may be considered theft of service from the University of Alabama at Birmingham.
- All parking materials remain property of UAB.

D. MOTORCYCLES/BICYCLES
D. MOTORCYCLES/BICYCLES: Motorcycles are subject to all regulations governing parking of motor vehicles on the campus. Motorcycles must be parked in dead spaces or areas marked for motorcycles within the facilities. City and State laws pertaining to bicycles will be observed. Bicycles will be parked in racks where they are provided. At buildings where there are no racks or racks are completely filled, bicycles will be parked in such a manner where they will not obstruct pedestrian traffic at entrance ways or on sidewalks. Bicycles will not be allowed in University buildings. Bicycles in violation will be impounded by the University Police.

E. CHANGE OF STATUS
E. CHANGE OF STATUS: It shall remain the responsibility of the registered UAB parker to notify Parking and Transportation Services of any change of status, i.e., name, school, position, address, shift, leave of absence, sabbatical leave, etc. No refunds of parking fees will be made for failure to notify the department of a change in employment status.

F. DELETION OF PARKING
F. DELETION OF PARKING: All parking materials (decals, permits, parkcards) must be returned to Parking and Transportation Services before a parker is removed from the Parking System or refunded for unused time. Failure to return all parking materials will result in continued parking fee deduction and/or being invoiced for payment. Parking cannot be cancelled over the phone.

G. VISITOR
G. VISITOR: Free passes are provided for visitors to campus that need to park in areas requiring permit. Call 934-3513 for more information.

H. HANDICAPPED PARKING
H. HANDICAPPED PARKING: Special parking arrangements may be made for handicapped employees and students with a valid state handicap permit or tag. Those who need special parking accommodations due to temporary disability must also have a valid state temporary handicap permit. A registration receipt is required with the handicap permit to show the name of the registered permit or tag holder. A special validation is needed for any UAB permit used with a state handicap permit for parking in a non-public handicap space within a UAB parking facility. Doctor's letters are not accepted for handicap parking you must obtain a State issued handicap placard. Parking will be assigned based on availability. All parking rules apply with the use of a handicap space, including meters or other reserved spaces on-campus.

I. AVAILABILITY OF PARKING SPACE
I. AVAILABILITY OF PARKING SPACE: Spaces within lots are not reserved but are available on a first come first served basis. The number of spaces within each lot or lot system is normally adequate to accommodate all authorized vehicles. The inability to find a legal parking space will not be accepted as a defense for violations.

J. CONFERENCES, INSTITUTES AND MEETINGS
J. CONFERENCES, INSTITUTES AND MEETINGS: Visitors to the campus who are attending conferences, institutes, workshops and meetings will be provided parking upon request from the sponsoring department, availability of space, and payment of applicable fees. K. BUS SERVICE
K. BUS SERVICE: A valid UAB ID badge is required to board buses. This allows free access to the campus Blazer Express transit system that serves the campus commuting purpose. A copy of the bus route and schedule can be obtained on our website or contact Parking and Transportation Services at 205-934-3513.

L. MOTORIST ASSISTED ROADSIDE SERVICE

RESERVATION OF SPACE: The University of Alabama at Birmingham reserves the right to set aside areas for special events, i.e., concerts, athletic events, parades, etc., in all parking areas of the University campus. The University further reserves the right to temporally block certain areas of streets and/or parking lots to facilitate repairs to same, without prior notice to the general public.

N. ENFORCEMENT HOURS: Parking permits are required in all lots 24 hours per day, Monday through Friday, with the exception of student lot 15 after 5 pm. Other restrictions within lots are in effect at all times, e.g. handicap spaces, no parking zones, etc.

O. GENERAL REGULATIONS
O. GENERAL REGULATIONS: All City ordinances and State statues governing the use of motor vehicles shall be observed at all times.
Parking permits must correspond to the proper parking zone and be displayed in the vehicle.
Motor vehicles must be parked in designated parking spaces in all campus parking areas. Parking on or over a line is a violation of regulations.
Driving or parking on the grass or sidewalks and parking or standing (idling) at crosswalks is prohibited.
Double parking in designated parking areas or zones is prohibited.
If a vehicle is found in violation of any of the above listed regulations and the identity of the driver cannot be determined, the person in whose name the vehicle is registered shall be held responsible.
In any case in which University parking signs are inconsistent with these regulations, the instruction on the signs takes precedence.
Loading zones on campus have a one hour limit unless a different time limit is specified by signage on-site. -
P. STORED/ABANDON VEHICLES
P. STORED/ABANDON VEHICLES: Due to space limitation, UAB parking facilities are not for long term storage of vehicles. Therefore, if a vehicle is parked at a UAB facility without being moved for at least ten days, giving the appearances of being abandoned, it may be impounded at owners’ expense. This includes vehicles which are properly permitted.

R. PENALTIES FOR VIOLATIONS
R. PENALTIES FOR VIOLATIONS: Each violation of the above parking and traffic regulations will subject the violator to a fine, impoundment of vehicle, and/or prosecution/disciplinary action.
Violations which may result in disciplinary actions:- Unauthorized transfer or sale of decal, permit, or park cards;
- Use of stolen permit;
- Giving false information to obtain parking privileges;
- Unauthorized use of park card or permit;
- Alteration of permits or park cards;
- Failure to pay citations by unpermitted parkers;
- Employees using student permits for primary parking;
- Use of a handicap permit that is not assigned to the driver.
- Causing damage to gates or gate arms.
Parking and Transportation Services reserves the right to revoke the parking privileges of anyone who commits any of the above violations or who continually violates parking regulations as stated elsewhere in this handbook.
The nature of the individual violation and the fines will be clearly indicated on the face of the citation. All citations are reflected in the parking accumulation record of the violator. -
S. FINES, IMMOBILIZATION, AND/OR IMPOUNDING OF VEHICLES
S. FINES, IMMOBILIZATION, AND/OR IMPOUNDING OF VEHICLES: Vehicles in violation of parking regulations are subject to a fine, immobilization, and/or impounding.. The University Police are authorized to remove, at owner’s expense, vehicles from the University streets, parking areas, or other areas on University property to such place of safety as the Department may direct under the following circumstances and subject to the following conditions:
- When a vehicle is determined to be in violation of specific parking regulations, has three or more delinquent citations charged against it, has a delinquent balance of $45 or more, or has been issued a “tow warning” sticker.
- In cases involving repeated willful violations, unusually flagrant violations, and/or injuring or endangering the safety of persons or property.
- When a vehicle is left unattended and constitutes or is likely to constitute a hazard or obstruction to traffic.
- When in the opinion of the University Police, a vehicle should be removed in the interest of safety of persons or property because of fire, flood, storm, or other emergency reasons.
- Abandonment of an immobilized vehicle for five or more days.

T. PAYMENT OF FINES
T. PAYMENT OF FINES: All UAB fines are payable on or before the date indicated on the face of the citation. All fines not paid on or before this date shall be considered delinquent and may result in automatic payroll deduction for employees or the addition of the fine to student accounts for registered parkers. Payment of fines for citations sent to payroll or student accounting will not be accepted by Parking and Transportation Services. A late payment fee of $5.00 for each citation will be added to all delinquent citations. Payments can be made at our website or by mailing to our office at 1720 2nd Avenue South; Birmingham, Alabama 35294-4550.
All City of Birmingham citations must be paid in accordance with the procedures on the back of the citation. City tickets cannot be handled at the Department of Parking and Transportation Services. -
U. APPEAL PROCEDURE
U. APPEAL PROCEDURE: Any individual receiving a UAB citation has the right to appeal the citation. The UAB Appeals Panel with membership from the University staff, faculty, graduate and undergraduate bodies meets regularly to hear appeals. Appeals must be made in writing by the date indicated on the citation. The decision of the Appeals Panel is final.

Overview
Special event parking is the arrangement of parking for activities that do not occur on a daily basis. Special parking arrangements will be made when a request is received in writing by noon on the Friday before the event is to occur. Events scheduled after the cut-off on Friday will be subject to a late fee and/or other application.
Arrangements can be made for both medical center and academic areas. Event parking options for each of these areas is detailed below. Fees are dependent on the combination of services needed for the event. For example, to not ticket a gated lot, an hourly fee is charged because an attendant is required at the gate. If event parking is in a non-gated lot, the fee is a flat rate. An internal requisition must be sent to UAB Transportation prior to the event to pay for the services.-
Academic Area
Special event parking options depend upon the size of the group:
- For larger functions, parking can be requested in a non-gated lot for a $75.00 flat fee, with the exception of 12th Street Deck, and 16th Street Deck. The cost for 12th and 16th Street decks is $150.00. Vehicles without permits will not be ticketed in this lot during the event,
- Parking for larger functions can also be requested in a gated lot. An attendant is required to raise gate to admit event participants in congested areas. The fee for an attendant is $25.00 per hour with a minimum two-hour charge during office hours, plus $6 per vehicle between 7:30 a.m. and 4:30 p.m. Attendant fee is $50 per hour with a minimum two-hour charge between 4:30 p.m. and 7:00 a.m. The gate on a facility can NOT be raised during normal business hours.
Due to the activity in various parking lots, parking for special events in the academic area is limited to the following lots Monday through Thursday, 7:30 a.m. - 5:00 p.m. during the fall/winter/spring school terms:
- Zone D-3 (6th Avenue South and 13th Street South)
- Zone F-3 (Across from UAB Hospital-Highlands, next to AEIVA)
- Zone F-1 (Next to Education & Engineering Building)
- Zone E-1 (Beside the WBHM Building, enter from 11th Street South)
- Zone G-5 (Alley off 15th Street South)
- Zone D-2 (6th Avenue South and 13th Street South)
- 12th St Parking Deck (Zone B-1, 12th Street South and University Boulevard)
- 16th St Parking Deck (Zone A, 16th Street South and 10th Avenue South)
Parking can be accommodated in other lots on a case-by-case basis for Fridays, off-peak times, summer semester and the time between school semesters.

Medical Center Area
All lots are limited in space, therefore parking arrangements are restricted to the 10th Avenue Deck (Deck 10A), 6th Avenue Deck (Deck 6A), 9th Avenue Deck (D9A), and University Boulevard Deck (Deck 8). The department requesting parking for Decks 10A, D6A, D9A, or Deck 8 must provide UAB Transportation an example of the pass given to event participants or register their event for a special validation (see "Department" for details). Each validation will be collected by the cashier or machine and the department will be billed at the end of the month based on the number of validations. Departments requesting parking in Deck 10A will be charged a per-hour rate to raise the gate. Parking requests for other medical center lots will be evaluated on a case-by-case basis.

Visitor parking is available throughout the university campus and medical district. Off-street parking is available in designated facilities by contacting the UAB Transportation office. Some departments may also make special arrangements with UAB Transportation to accommodate visitors. Campus departments do not have the authority to create their own visitor parking pass without written approval by UAB Transportation. Furthermore, the City of Birmingham maintains over 1,500 on-street parking spaces adjacent to the campus and medical district.

Bus parking is available in designated spaces in zone E-1. This lot is located on 11th Street South between University Boulevard and 6th Avenue. Visitors or departments expecting to need bus parking must contact the UAB Transportation office at 205-934-3513 to reserve a space for your event.
