Federal regulations such as the CHIPS and Science Act of 2022 and the National Security Presidential Memorandum 33 (NSPM-33) mandate research security and export control training for individuals involved in federally funded research. This mandated training ensures recipients understand the risks and their obligations while conducting research. While subject to change, the implementation timelines established by each federal funding agency are as follows:
RESEARCH SECURITY REQUIRED TRAINING
DOE Required Training (Effective May 1, 2025):
All Covered Individuals receiving U.S. Department of Energy (DOE) funding must complete training per the DOE Financial Assistance Letter issued on October 7, 2024.
All DOE Covered Individuals must complete the research security training module in UAB’s Learning Management System (LMS) to obtain credit. A certificate of completion must be included within the DOE current and pending documents.
NIH Required Training:
Other Support Training (Effective October 1, 2025)
The National Institutes of Health (NIH) mandated that all Senior/Key Personnel on NIH-funded projects must complete Other Support training and disclose all research activities per NOT-OD-25-133. This training ensures Senior/Key Personnel understand their responsibility to disclose all resources made available to the researcher in support of and/or related to all of their research endeavors, regardless of monetary value and regardless of whether they are based at the institution the researcher identifies for the current grant.
Research Security Training
On September 29, 2025, NIH issued NOT-OD-25-161 rescinding the NIH Research Security Policies previously announced in NOT-OD-25-154. Therefore, an implementation date for the requirements announced in NOT-OD-25-154 have not been finalized. NIH will issue updated guidance on Research Security requirements in the coming months.
All NIH principal investigators and senior/key personnel must complete the research security training module in UAB’s Learning Management System (LMS) to obtain credit.
NSF Required Training (Effective October 10, 2025):
The U.S. National Science Foundation (NSF) issued Important Notice No. 149 outlining its major updates to research security policies in alignment with the CHIPS and Science Act of 2022 and NSPM-33. These changes impact all NSF-funded proposals and awards. Effective October 10, 2025, all principal investigators and senior/key personnel must complete research security training within twelve (12) months prior to proposal submission.
All NSF principal investigators and senior/key personnel must complete the research security training module in UAB’s Learning Management System (LMS) to obtain credit.

security training requirements as well as NIH’s Other Support training.
Training must be renewed annually.
DOD, NASA– These agencies have not yet detailed how or when they plan to comply with the research security training requirement of the CHIPS and Science Act of 2022.

UAB subscribes to the Collaborative Institutional Training Initiative (CITI Program) for its export control compliance training. This CITI Program is accessible to any UAB researcher interested in learning more about export control regulations, safeguarding controlled information, insider threat, and additional security risks and mitigation considerations.

CITI Online Training Registration and Completion Instructions:
Direct instructions on how to access the CITI Export Control training course modules can be found below. Upon completion of the course, your training activity is logged by the CITI module and registered on the UAB CITI Program account.
- Go to https://www.citiprogram.org/ to the “Register” link on the top right-hand side of the webpage. You will register as a member, because UAB is an affiliated institution with the CITI Program. Access The University of Alabama at Birmingham Courses by first typing "University of Alabama, Birmingham (SSO)". Then, select "Continue to SSO Login/Instructions" or “Continue to Create Your CITI Username/Password”, if you are registering for the first time.
- Go to the “My Learner Tools for University of Alabama, Birmingham” to “View Courses” and to “Add a Course.”
- When you are adding a course, you will see a section entitled “Select Curriculum – University of Alabama, Birmingham.”
- Scroll down this section to “Course Enrollment Questions” and answer the questions. For the purposes of enrolling in this specific course, all your answers should be either “no” or “not at this time” until Question 4.
- Question 4 is “Please make your selection below to receive the CITI US Export Control Compliance course”. Click the radio button in front of the CITI Export Controls and it will take you to the course.
- Once you are in the CITI Export Controls course, you can complete the modules: Introduction to Export Compliance (CITI ID 16800).
- You may also complete additional Export Control modules within the CITI training platform.
Please note that the details of CITI Program training registration processes are maintained by CITI personnel. The exact language may change as well as the numbering of Questions to be selected. Please select the Question number that relates to the Export Control course modules.

The Office of Research Safety & Security is available to conduct customized research security and export control training sessions for your UAB department or unit upon request. Please email ResearchSecurity@uab.edu to coordinate programs that satisfy your training needs.

Extended Online Research Security Training:
The U.S. National Science Foundation (NSF), in partnership with the National Institutes of Health (NIH), the Department of Energy (DOE) and the Department of Defense (DOD), has shared online research security training for the research community. This training provides recipients of federal research funding with four (4) modules of comprehensive information on risks and threats to the global research ecosystem. These four one (1) hour modules are optional and provide more comprehensive training to augment the condensed training module required above.
