Small Public Works is an extension of UAB Planning, Design and Construction (PD&C). Our team works to ensure local, small businesses are aware of opportunities to bid on projects that are $100,000 or less under Alabama Code, Title 39. By providing this opportunity we help grow the local economy.

We partner with the Planning Design & Construction (PD&C) team to increase small, local business participation in the procurement and construction process. We also support PD&C's Small Public Works projects, by sharing and promoting opportunities for small, local businesses.

How do I become a UAB Vendor?
All UAB vendors are required to register through UAB iSupplier, an online vendor portal that enables suppliers the ability to maintain purchasing and accounts receivable address(es) and contact information as well as retrieve UAB purchase orders.

Academic Small Business Alliance
The Academic Small Business Alliance (ASBA) Bridge to Success Project is a collaborative partnership between UAB Collat School of Business, UAB School of Health Professions, UAB School of Engineering, UAB College of Arts & Sciences, Department of Small Business Development and a number of small business owners from the greater Birmingham area.
The program was designed to create a talent pipeline of UAB students into employment opportunities with small, local businesses. This mutually beneficial project ensures students have experience they need to succeed and provides businesses with the opportunity to build capacity and succeed. After students apply to the ASBA program, they are paired with a small business that needs their talents. The students complete a semester-long internship, gaining valuable skills.

Facilities Administration and Environmental Health & Safety (FAEHS) works to ensure purchasing decision makers at UAB provide fair opportunities to small, local businesses as suppliers of goods and services. See projects and accompanying documents.The function of Planning, Design & Construction within Facilities is to serve as the University Architect, Project Management Team, and Design Resource for projects as outlined in the Board of Trustees Rule 415 and UAB Policy authority. Services performed by PD&C include the following:
- Presentation of project submittal packages to the Board of Trustees
- Oversight of all design and construction projects, as well as major equipment purchases
- Serve as primary point of contact among consultants, contractors and university's representatives
- Development and management of project scope, requirements, budgets and schedules
- Consultant selection and contract negotiation
- Management of feasibility studies and design processes – schematic design through construction documents
- Implementation of capital and renovation projects for some Hospital and all academic, administrative, research, facilities and utilities, ensuring adherence to established design and facilities standards
- Oversight of bidding process and construction as needed
- Professional architectural, engineering, and interior design expertise in support of project scope development

Campus Master Plan
To comply with the guiding principles and process requirements of the University of Alabama System Planning and Management of Facilities and Other Capital Assets, The University of Alabama at Birmingham is required to update our Campus Master Plan every five years. Adopted by the UA System Board of Trustees in April 2021, the 2020 Campus Master Plan has been a 22 month process to capture our vision for the physical growth of the campus through 2025 and beyond.

LEED certification at the highest level is desirable but we expect our designers to evaluate the total cost of ownership of such features.UAB Facilities Standards are currently under revision, with an eye toward the sustainability triple bottom line. Board of Trustees Process
There is a 4-Stage Board of Trustees process for submitting any project greater than $1 million in scope.

Stage I Submittal (Information):
- Stage I is an approval of the project as a concept.
- Although budget numbers and a general scope are provided at this stage, these items are not formally approved until Stage II.
- All new construction and renovation projects with a total project cost equal to or greater than $1 million require Stage I approval.
- Approval of the Stage I submittal allows UAB to select an architect and begin formal planning for the project.

Stage II Submittal (Architect, Scope and Budget):
- Stage II is an approval of:
- Final project scope
- Final project budget
- Ranking of interviewed design consultants
- Ranking of other major consultants (Construction Manager, Commissioning Agent, Geotechnical Engineer, etc.)
- Approval to negotiate consulting agreements with ranked firms
- All new construction and renovation projects with a total project cost equal to or greater than $1 million require Stage II approval.
- For interior renovation projects and underground utility projects with a total project cost of less than $10 million, a Stage II approval is the last approval the Board requires.

Stage III Submittal (Architectural Design):
- Stage III is an approval of the exterior design and appearance of a project.
- Items considered are the buildings (exterior appearance) relationship with surrounding facilities, the buildings compliance with the UAB Master Plan and UAB's design standards
- All projects with a substantial impact to the campus environment require Stage III approval regardless of project cost.
- Interior renovations that do not have a significant impact on the exterior of the building do not require a Stage III approval.
- Greenways, pedestrian promenades and athletic fields do require Stage III submittal even though they may not include buildings.

Stage IV Submittal (Contract Award):
Stage IV Submittal is approval of:
- Construction contract award (project has already bid and price for construction contract is known)
- Approval of Construction Management Trade Packages (Construction Manager will bid and award all trade packages in the future so long as they do not result in an increase in the total project cost)
- All new construction projects with a total project cost equal to or greater than $1 million require Stage IV approval.
- Renovation projects and underground utility projects with a total project cost equal to or greater than $10 million require Stage IV approval (projects less than $10 million do not require Stage IV approval).

All projects begin with requesting service. Each request routed to PD&C will be classified as one of the following project types:
Small Public Works Projects
- Wall / door / space changes or design changes to existing facilities
- SPW bidding to external contractors
- Typically under $50,000
- Coordinated with Small Business Development
Intermediate Capital Projects
- Renovations, space changes, new construction
- Public Works bidding required
- No approval required by Board of Trustees
- Between $50,000 and $1,000,000
Major Capital Projects
- New construction, renovations, space changes
- Public Works bidding required
- Approval required by Board of Trustees
- Over $1,000,000

Project Management Rates
Facilities Division’s Financial Management develops the rate structure for each of our service center, plant and recharge accounts. Rates are set to cover all expenses and provide for the appropriate working capital reserve – in accordance with UAB’s policy. The accounts are monitored closely. Rates are adjusted mid-year (after reviewing March FYTD results) if a change is necessary based on UAB guidelines.

Indefinite Delivery/Indefinite Quantity (ID/IQ)
In order to allow UAB to address minor projects in a timely and efficient manner – as well as offering opportunities to smaller or newer firms that may not have had previous opportunities to do work for UAB – ID/IQ agreements are maintained with firms providing professional services in a variety of disciplines. The university currently has active ID/IQ agreements for the following disciplines:

- Project Commissioning Authority and Retro-Commissioning Services

ID/IQ agreements will be for a term of two years and an RFQ solicitation will be issued at the end of each calendar year in order to select firms to replace those firms with expiring agreements.

Request for Qualifications (RFQ)
UAB utilizes a Qualification Based Selection (QBS) process to identify the Architect/Engineer of Record for most of its projects that exceed $1,000,000 and for many project of lesser value. The QBS process is also frequently utilized to identify firms providing other professional services (geotechnical engineering, construction materials testing, surveying, commissioning, etc.) in support of a project.
The initial step in identifying a design firm, or other professional service provider(s), for the project involves the issuance of an RFQ. The RFQ will typically outline:
- Background/history of a project
- Scope of the project
- Services being requested
- Minimum qualifications a firm should have to be considered
- Responding instructions
The RFQ will be emailed to all firms in our consultant database. The number of firms in this database varies. There are currently approximately 400 recipients in the database.
The university's intent is to make the RFQ available to as many firms as possible. There is no pre-requisite or pre-qualification required to be considered for a project.
